Hi, my amp needs 28.28 volt to output 100 watt into 8ohm speakers.
How do I know if the flex, which is my preamp, can do that?

The revelent information you need is the input sensitivity of your amplifier, which is the input voltage you need to result in the output voltage you've stated. There's a very good chance that the full 28.28 V output would be louder than you'd ever listen though so this may not be as important as you think.

In that case the answer to your question is yes since the maximum output of the (unbalanced) Flex is 2 V rms.

...and if you were to stuff 28.8V up the inputs, the resultant distortion would be something to behold, assuming that the speakers held up of course (unlikely).
