I have a simple setup: streamer > flex > amp.
The amp is 160w and speakers are 90db efficient. 

I had the same setup with another preamp and listened at -35db. With flex I have to set it to -25db to get to the same volume. 

I don't care about the numbers, but I'm curious as to why, and if maybe part of the signal is being "lost" somewhere. Or is that normal?

-25db and -35db are meaningless numbers unless associated with the overall system voltage gain.
It could be your previous preamp had +10db of voltage gain in the line amplifier section.

Signal is not being "lost", in any case.
