Can I connect it with general usb audio device? (i.g. Androids TV)

Yeah you can, but whatever app you use must be able to support USB DACs.
Support for USB DACs is also kinda iffy and hit or miss depending on phone manufacturer.









If it's a TV, you probably should connect via optical. (since RCA is being phased out on modern TVs)
