When I try to optimize the filter design, I keep receiving the following error: Optimization mixed-phase filters completed with errors: Ch 1 : There was a memory allocation error...

I attached a screen capture of the error.

I am running Windows 10 Pro 64-bit with 6.00 GB of memory. RAM tests do not indicate any issues with the RAM.

I solved the issue by uninstalling the MiniDSP-2x4HD, DDRC-24 (I have both units, but only the DDRC-24 is connected), Dirac Live, USB, and the sound card drivers. I then reinstalled the sound card driver, DDRC-24 (reset to factory default), Dirac Live and USB drivers. It has been working since, however I can't stream music via USB and have resorted to the TOSLINK.

I believe the issue stemmed from a sound card driver issue.

Glad to hear that you're almost up and running again!
Can you please clarify the issue you're getting for USB Audio? Did you make sure to select USB (while live and synched) as a source in the plugin? Did you make sure to select 2x4HD as the default audio output source in Win10?

After reinstalling everything, I failed to change the source on the DDRC-24. Simple fix and now everything is at it should be... for approximately 30 minutes. Then the sound suddenly cuts out. forcing me to resort to only using the Toslink again.

I think this is some kind of odd driver issue as I can still link and communicate to the DDRC-24 via the USB cable. The Windows Sound dialogue box indicates the DDRC 2x4n is the default device and the level indicator shows sound being sent to the device.

Very odd issue.. I wonder if it's not your PC simply going into sleep mode...
Please take a close look at USB power savings as some would have this on the USB port and creating some issues.

Did you make sure that you don't have a long USB cable in your setup? Max distance for USB2.0 is 4m.
