Is it possible to have both the Phoenix and RCA outputs connected to a source at the same time? If one or the other is not active? I am testing active speakers against passive and would prefer to not keep connecting and disconnecting the outputs depending on which speaker I'm testing.

Sure, not a problem at all. These are loaded together with separate buffer circuity so it won't be an issue for sure.
