Improvements / Changes:
    - The relevant Help-Topic (Device Console Migration) will show up when user chooses to download the migration package.
    - Show Progress-Bar at Taskbar Icon to indicate download-progress of DC-update.
    - User Dialog from application-updates stays in front of the program, making it harder to miss.

Bug Fixes:
    - Avoid delay in commands due to a build-up of Level meter reads.
    - Include 'Dirac License Purchase' help topic at Dirac Upgrade Page, instead of only the License-Activation.
