So I am pretty sure the umik-1 from what I've read will measure to at least 118db if not into the mid 120s db.
For some reason, my umik-1 peaks at 113.9db and WILL NOT go any further. I have tested it with what I know is probably in the 140s just to see and it just stayed at 113.9.
I have a HT that is capable of probably the mid to high 120s and the mic is tapping out at 113.9db.
Any ideas why?

The spec sheet says "133dB SPL @ 0dB analog gain setting"

UMIKs ship with the gain set at 18 dB I believe, so that would make the theoretical maximym 133-18 = 115, which is about where you're at.

I'm pretty sure there is a way of going into the mic and changing jumpers around to read higher but is there any other way you can do it in rew or with the umik-1 to get a higher reading

Um, no.

Honestly if I were you I would rethink trying to measure at those levels, it could be very bad for your hearing if you make a mistake of any kind.

C'mon man...old school bass head here...lol
140db is just getting warmed up for me.
I've been in a 167db car before and didnt tap out......120 and 130s ain't much, just bass that is. 130db of music is pretty painful and I probably couldnt hang at those levels
