I have tried the minidsp+digi combination in stereo mode with spdif and it works fine.
However, when I program it for a subwoofer, with cutoff at 112HZ and put it in mono mode I find that left and right are not mixed, and I only get left out of o/p1

According to the pdf it seems I should get left and right mixed and coming out of o/p1, and a mirror on o/p2. What's wrong?

Is there a jumper that has to be set to enable mixed L+R on one of the outputs ( 1 and 2)? I am using SPDIF input on a digiboard

No jumper required and works out of the box when doing toggling the system settings to mono. It works perfectly fine on our side in our current setup and for other members as you can see on this thread. So something else must be going on in your configuration. Here is the reminder of the configuration you should expect:
Low output on I2S_Data_Out1/2
Satellites available on I2S_Data_Out3/4
